The invention relates to the technical field of steel slag-based cementing materials, in particular to a non-alkali excited steel slag cementing material and a preparation method thereof.The preparation method comprises the steps that pretreatment excitation is formed in the steel slag grinding process through an ethylenediamine derivative, and hydration excitation is achieved by adding ethylenediamine tetraethanol, ethylenediamine tetraacetic acid diester, alkylol amine and inorganic salt; the non-alkali excitation is realized, the strength of the steel slag as the cementing material is synergistically improved, the high-strength, low-alkalinity and high-stability cementing material is prepared by 100% use of the steel slag, and the utilization rate of the steel slag is improved.
