The invention relates to the technical field of water reducing agents, and discloses a synthesis method and application of a high-reaction-activity water reducing agent monomer, propargyl alcohol or butynediol is used as an alkynol monomer, ethylene oxide or propylene oxide is used as an epoxy monomer, a polyether intermediate is synthesized in the presence of an organic base catalyst, and the high-reaction-activity water reducing agent monomer is obtained. The novel polyether type high-reaction-activity water reducing agent monomer is further synthesized under the catalysis of alkali metal, the synthesis method is simple and efficient, and the activity of the monomer is high. In an initiation system adopting hydrogen peroxide and ammonium persulfate, the high-performance polyether polycarboxylic acid type water reducing agent is obtained through polymerization with an acrylic monomer, and the high-performance polyether polycarboxylic acid type water reducing agent is high in conversion rate, excellent in performance, excellent in dispersing capacity and good in flowability.
