The invention discloses a composite pavement structure based on a steel slag asphalt mixture, which comprises an asphalt structure base layer, the bottom of the asphalt structure base layer is paved with a binding layer, the bottom of the binding layer is provided with a waste rubber cushion layer, the bottom of the waste rubber cushion layer is provided with a waste plastic layer, and the waste plastic layer covers the base layer structure. The surface of the subbase layer is covered with a cobblestone laying layer, a cement leveling layer is laid on the upper side of the cobblestone laying layer, a base layer structure is arranged on the surface of the cement leveling layer, a quartz sand and blue stone cushion layer is arranged at the bottom of the subbase layer, and the quartz sand and blue stone cushion layer is laid on a soil base.
