The invention discloses high-thermal-stability cement asphalt mortar and a preparation method thereof, and relates to the technical field of preparation of cement asphalt mortar. The mortar is prepared from the following components: 1200 to 1300 g of dry powder, 600 to 630 g of emulsified asphalt, 70 to 80 g of water, 2 to 2.3 g of a de-foaming agent, 0.05 to 0.1 g of aluminum powder and 1.24 to 3.72 g of carbon nano tubes. According to the high-thermal-stability cement asphalt mortar, the deformation resistance of asphalt is improved, and the temperature sensitivity of movement of a macromolecular chain segment of the asphalt is reduced, so that the overall deformation temperature stability of the cement emulsified asphalt mortar is improved, and the serious safety problem caused by insufficient deformation temperature stability of a plate type ballastless track can be solved; and the service life of an engineering structure with insufficient deformation temperature stability can be effectively prolonged. The problem that existing mortar is low in deformation temperature stability is solved.
