The invention relates to an offshore pile foundation anti-scour device and a construction method thereof.The offshore pile foundation anti-scour device comprises a grid structure rib bin, filter cloth, a filling assembly, a counterweight assembly and ballasting materials, the grid structure rib bin is laid on a seabed surface and comprises a pile side rib bin ring, a peripheral rib bin ring and a middle rib bin part, the pile side rib bin ring is arranged on a pile body in a sleeving mode, and the filter cloth is arranged on the periphery rib bin ring; the middle rib bin part is connected with the pile side rib bin ring and the peripheral rib bin ring, a permeable space is formed in the grid structure rib bin, the pile side rib bin ring, the peripheral rib bin ring and the middle rib bin part are all internally provided with filler cavities which are kept communicated, the grid structure rib bin can be rolled up when the filler cavities are empty, the filler cavities are filled with ballasting materials, and the ballasting materials are arranged in the pile side rib bin ring, the peripheral rib bin ring and the middle rib bin part. The ballasting material can flow or is obtained by solidifying a fluid material; the filter cloth covers the permeable space and is connected with the grid structure rib bin; the material filling assembly comprises a material filling pipe connected with the pile side rib bin ring, and the counterweight assembly comprises a counterweight block connected to the grid structure rib bin.
