The invention relates to an anti-scour device of an offshore wind power pile foundation and an installation method of the anti-scour device, the anti-scour device of the offshore wind power pile foundation comprises an anti-scour net, the anti-scour net is used for being embedded in a riprap layer around the wind power pile foundation, the anti-scour net comprises a plurality of tire assemblies and a plurality of ropes, the tire assemblies are distributed at intervals, and the ropes are connected with the tire assemblies. Every two adjacent tire assemblies are connected through a rope, each tire assembly comprises a large tire and a small tire which are concentrically arranged, the small tires are located in the large tires, and the large tires and the small tires are connected and fixed through connecting pieces. The anti-scouring net composed of the tire assemblies and the ropes is arranged on the periphery of the wind power pile foundation, and the effect of fixing the riprap layer is achieved. Due to the fact that the tire assemblies are embedded in the riprap layer, the scouring effect of ocean currents on the riprap layer can be weakened, the situation that ripraps displace under the scouring of the ocean currents to generate scouring pits is avoided, and the stability of the wind power pile foundation is guaranteed.
