The invention provides a pile pulling construction method based on a lower support steel pipe pile of a low-clearance bridge, and belongs to the technical field of bridge construction. During construction of the lower support steel pipe pile of the low-clearance bridge, firstly, a vibratory hammer is adopted for applying excitation to the steel pipe pile to be pulled out, and soil around the steel pipe pile is promoted to be liquefied; the friction resistance on the side of the steel pipe pile is reduced under the action of high-frequency excitation, meanwhile, the steel pipe pile is lifted by a hydraulic oil cylinder to be gradually pulled out, then the pulled-out steel pipe pile is cut through cutting equipment, the steps are repeated till the steel pipe pile is completely pulled out, and finally the pile hole is backfilled.
