The invention relates to a permafrost region side slope ventilation pipe block stone cooling roadbed. The cooling roadbed comprises block stone layers laid on the two slope surfaces of an embankment, and geotechnical cloth, a heat preservation plate and a clay layer which are sequentially laid on the block stone layers. And a plurality of ventilation pipes are uniformly distributed in the block stone layer. The slope heat insulation structure not only has a remarkable slope heat insulation effect, but also has the ventilation and cooling effects of the block stone layer and the ventilation pipe; the convection intensity of forced convection flowing through the pores of the block stone layer in a cold season is obviously increased compared with that of a common block stone slope protection roadbed, so that more heat in the roadbed is taken away more quickly, permafrost at the lower part is cooled, and the long-term thermal stability of the roadbed is realized.
