The invention relates to a cooling roadbed structure for a permafrost region, which comprises an embankment arranged on a permafrost roadbed, and is characterized in that the embankment is composed of a roadbed block stone layer, a coarse particle cushion layer, a thermal insulation layer and a pavement structure layer which are sequentially arranged from bottom to top; a plurality of groups of concrete prefabricated ventilation-sunshade structures are respectively arranged along the slope surfaces on the two sides of the embankment and the horizontal section of the slope toe; a geogrid is laid on the outer side of the concrete prefabricated ventilation-sunshade structure, and an isolation vegetation layer is attached to the outer side of the geogrid; the top surfaces of the concrete prefabricated ventilation-sunshade structure, the geogrid and the isolation vegetation layer are flush and are paved with dimension stones, and the top surfaces are higher than the top surface of the thermal insulation layer. Meanwhile, the invention further discloses a construction method of the roadbed structure. The method is high in practicability, simple and convenient to construct and low in cost, the demanded quantity of the block stones is reduced, the problem that the block stone layer is easily blocked by wind and sand in the long-term service process is effectively avoided, and the aim of protecting the permafrost of the roadbed is achieved.
