The invention provides a low-cost underwater tunnel construction method which comprises the following steps: establishing an in-plant mobile mechanical assembly capable of moving on the ground, pouring concrete on the in-plant mobile mechanical assembly to generate an underwater tunnel ketone body, and then moving underwater while pouring after the prefabricated length of the underwater tunnel ketone body exceeds a threshold value; according to the underwater tunnel construction method, the underwater tunnel is subjected to circular section design, horn mouth head and tail design, seawater adjusting bin design and plane bearing moving mechanism assembly design, a dry dock and a corresponding matched technological process are cut off, and world top-level hoisting and transporting equipment are cut off, so that the cost of underwater tunnel engineering construction is greatly reduced.
