The first concrete column is at least partially embedded into a basement concrete bottom plate, and a concrete waterproof spigot is formed in the periphery of the outer side of the first concrete column and embedded into the basement concrete bottom plate to form a physical water blocking barrier; the tower crane supporting leg is embedded and wrapped in the second concrete column at the upper part of the first concrete column, so that the problem that the supporting leg is corroded by accumulated water in the use process is avoided; the tower crane supporting leg is pre-buried in the second concrete column, a column body of the second concrete column completely protrudes out of the basement concrete bottom plate, the second concrete column is chiseled away after construction is completed, and then the supporting leg can be taken out and reused.
