The invention discloses cement-based slurry which is not dispersed when encountering water and is used for plugging flowing water and a flowing water grouting plugging process. The cement-based slurry which is not dispersed when encountering water and is used for plugging flowing water is prepared from water, cement, table salt, triethanolamine and a composite additive, the weight ratio of the water to the cement is (0.75-1.25): 1, the weight of the table salt is 5-10 wt% per mill of the weight of the cement, the weight of the triethanolamine is 0.5-1 wt% per mill of the weight of the cement, and the weight of the composite additive is 3-10 wt% per mill of the weight of the cement. The flowing water grouting plugging process is a process for plugging and grouting flowing water in a roadway or a tunnel by using the cement-based slurry which is not dispersed when encountering water and used for flowing water grouting and water plugging. The cement-based slurry non-dispersible when encountering water for plugging the flowing water has the characteristics of high condensation speed, good early strength and strong cohesiveness and integrality, also has relatively strong non-dispersible when encountering water, and can be used in grouting and water plugging construction of the flowing water ground.
