The tubular plastic film has the advantages that the tubular plastic film is low in manufacturing cost, the tubular plastic film can be quickly filled with air by the aid of a wind pressure machine, the tubular plastic film is simple to operate, and the tubular plastic film is more economical as compared with a traditional PVC (polyvinyl chloride) tube or foam tube sleeving manner. The inner and outer filling isolation strips are arranged at the elevation position of the pile head, the sectional area of pile body concrete is reduced, cutting construction is easier, construction is more efficient, and labor cost is reduced.
