The invention discloses a zero-carbon-emission cement production device and method based on hydrogen energy utilization. The production device comprises a hydrogen production system, a fuel cell system, a waste heat recovery system, a cement clinker calcination decomposition furnace system, a cement clinker calcination rotary kiln system, a grinding system and a methanol synthesis system. According to the invention, hydrogen is used for partially replacing kiln firing fuel, so that carbon emission reduction can be effectively realized at lower transformation cost without changing the existing cement production line process technology basically. Aiming at the problems of high energy consumption and high carbon emission in the cement industry, material flow and energy flow in the whole cement production process are optimized, so that the recycling of materials and the gradient utilization of energy are realized, and the low-carbon and environment-friendly properties of the whole set of production method are ensured.
