The invention relates to a cement production process with zero outsourcing of fossil energy and zero carbon emission based on an existing cement production line. Comprising a preheater system, a decomposition furnace, a rotary kiln, a separation module, a flow control module, heat exchange equipment, an electro/photolysis water hydrogen production device, a catalytic conversion module, an ammonia catalytic decomposition device, a heater and a carbonization device, according to the cement production process disclosed by the invention, through a series of equipment, gas and heat generated in each step are fully utilized, energy is saved to the greatest extent, almost no gas is discharged, CO2 is not discharged in the whole cement production process, and circulation or zero carbon emission is realized; all heat consumption in the cement production process comes from methane and liquid fuel generated by catalytic conversion, and the part of carbon can realize internal circulation; due to the fact that oxygen-fuel combustion is adopted in the first preheater system for the pre-decomposition process, and N2 heating is adopted in the second preheater system for the pre-decomposition process, almost no nitric oxide is generated.
