The invention provides a steel pipe pile/barrel dismantling device and method. The device comprises a pile head cover plate, a pressure pump, a sealing pipeline, a control valve, a vibratory hammer, a crane and a steel cable. The lower part of the steel pipe pile/barrel extends into the saturated soil core, and the upper part is connected with the pile head cover plate to form a closed space; the two ends of the sealing pipeline are connected with the pile head cover plate and the pressure pump correspondingly and communicate with the closed space, and the control valve controls the pressure in the closed space. The vibratory hammer is connected with the pile head cover plate through a clamp, and the vibratory hammer is connected with the crane through a steel cable; and the pile/barrel can be pulled by a crane in a manner of firstly pressing and then vibrating, firstly vibrating and then pressing, or pressing and vibrating at the same time. According to the method, the steel pipe pile/barrel can be economically, efficiently and safely dismantled, the adverse effect on the environment is reduced, and a more convenient and economical solution is provided. The invention is suitable for open steel pipe piles/barrels widely used in offshore oil and gas platforms, wind power generation towers, bridges, wharfs and the like.
