Comprising the following steps: S1, weighing 30-60 parts of drilling solid waste and 10-30 parts of waste rubber particles, heating at 150-260 DEG C, stirring for 35-50 minutes, melting and uniformly mixing; s2, 5-10 parts of mineral fibers are added, and heating and stirring are conducted for 15-20 min at the temperature of 150-260 DEG C; s3, naturally cooling to room temperature, grinding, crushing, sieving with a 80-mesh sieve, infiltrating 1-4 parts by mass of 63-73% polybutadiene latex aqueous solution on the surfaces of the sieved powder particles, and mixing and stirring for 1.6-2.3 hours; and S4, drying the mixed and stirred mixture at 30-40 DEG C, and crushing to obtain the toughening agent for well cementation in the oil field. The method has the beneficial effects that the well cementation quality can be improved, the cementation degree with stratum rocks is enhanced, the rigid stress effect of the stratum is reduced, and the bearing pressure of an oil well casing is protected and reduced.
