The invention relates to a method for carbon sequestration and reinforcement of recycled aggregate by using a composite alkali solution and recycled aggregate, and the method comprises the following steps: the waste concrete recycled aggregate is soaked by using the composite alkali solution, the solute of the composite alkali solution comprises a first solute and a second solute which are used for reacting to generate sodium hydroxide, the first solute is soluble alkali with hydroxyl, and the second solute is soluble sodium salt; and introducing carbon dioxide into the composite alkali solution, and carrying out a carbonization reaction to obtain the recycled aggregate. According to the method, the composite alkali solution which is higher in operability and safer is used for exciting the recycled aggregate to be attached to the unhydrated clinker in the mortar and the mineral admixture to generate the hydration product, carbon dioxide is used for enabling the hydration product and the residual alkali solution to be subjected to carbonization reaction, calcium carbonate is generated to block pores and cracks, and the performance of the recycled aggregate can be effectively improved.
