The invention provides a self-resetting rotating friction damper with an annular spring. The self-resetting rotating friction damper comprises a pin shaft connecting assembly, a rotating assembly, a clamping plate and a pin shaft assembly. The rotating assembly is connected with the pin shaft connecting assembly in an inserted mode, the two clamping plates are symmetrically arranged on the two sides of the rotating assembly respectively, the pin shaft assembly penetrates through the pin shaft connecting assembly, the rotating assembly and the clamping plates at the same time, and the two ends of the pin shaft assembly abut against the outer sides of the two clamping plates through ring springs made of shape memory alloy materials respectively. A plurality of fan-shaped protruding blocks are arranged on the side, making contact with the clamping plate, of the rotating assembly, fan-shaped concave blocks are arranged on the side, making contact with the rotating assembly, of the clamping plate, and the fan-shaped protruding blocks are matched with the fan-shaped concave blocks. The energy-dissipation and self-resetting combined structure has the energy-dissipation capacity and the self-resetting capacity at the same time, damage and residual displacement borne by structural members can be effectively reduced when an earthquake occurs through combination of the energy-dissipation capacity and the self-resetting capacity, and the anti-seismic toughness of a building structure can be improved easily.
