The invention discloses a water-based asphalt mixture paved at normal temperature, which comprises the following raw materials in percentage by weight: 83 to 90 percent of stone, 1.5 to 4.5 percent of filler, 6.5 to 9.0 percent of water-based asphalt and 0.5 to 2.0 percent of curing agent. On the basis of a traditional normal-temperature asphalt mixture, the high-performance composite modified emulsified asphalt with good stability is adopted, and the curing agent with controllable demulsification time is added, so that the construction time of the cold-mixed asphalt mixture is controllable, the performance of the mixture is excellent, the use requirements of heavy-duty roads can be met, and the cold-mixed asphalt mixture can be used for both newly-built roads and non-heavy-duty roads. The paint can also be used for road rapid repair.
