The invention relates to a high-strength shrinkage-free secondary pouring filling material for an iron tower foot and a pouring process of the high-strength shrinkage-free secondary pouring filling material. Wherein the secondary pouring filling material comprises the following components in parts by weight: 75-80 parts of cement, 305-320 parts of fine aggregate, 254-262 parts of modified hydrophobic mineral powder, 295-310 parts of short and fine steel fibers, 40-50 parts of a dispersing agent, 35-42 parts of an early strength agent, 15-20 parts of a shrinkage regulator, 1-2 parts of an air entraining and water reducing agent and 60-65 parts of magnetized water; the dispersing agent comprises a hydroxyl-containing acrylate monomer and borax in a mass ratio of 1: (1.2-1.4); the modified hydrophobic mineral powder comprises hydrophobic mineral powder modified and grafted with hydroxyl. The iron tower base has the effect that the high-strength iron tower base is obtained under the condition of no vibration.
