The invention belongs to the technical field of water conservancy projects, and particularly relates to a conical self-adaptive tunnel plugging device which comprises a fixed plugging body, a movable plugging sleeve, a hinge, a plugging plate assembly, a spring, a fixed supporting shaft and a fan blade module. The large end of the fixed plugging body is a water inlet, the small end of the fixed plugging body is a water outlet, the movable plugging body is installed in an inner cavity of the fixed plugging body in a sliding mode, the fixed supporting shaft is fixed to a cavity of the movable plugging body, and the fan blade module is installed on the fixed supporting shaft. According to the tunnel plugging device, a conical pen cap-shaped structure is adopted, the device capable of sliding in a small range is placed in a tunnel, compared with a traditional plugging device, the device can work by means of upstream water pressure, the device not only can be used for plugging but also can be used as a desilting device after being put into use, torrent is formed at the small end of the device by means of the upstream water pressure effect, and therefore the tunnel plugging device is convenient to use. The device is used for flushing sludge in a tunnel.
