The invention provides a flame-retardant titanium dioxide aerogel thermal insulation layer, and belongs to the technical field of thermal insulation. The thermal insulation layer is prepared from the following raw materials: isopropyl tri (dioctyl phosphoryl) titanate, sodium hydroxide, absolute ethyl alcohol, CTAB (Cetyltrimethyl Ammonium Bromide), tricresyl phosphate, monopotassium phosphate, dibutyl phthalate, a small molecule antioxidant and an amino silane coupling agent. The thermal insulation layer is low in heat conductivity coefficient and has good thermal insulation performance and anti-aging and flame-retardant functions. Compared with the prior art, the heat preservation layer is easy and convenient to prepare, longer in service life, high in softness and high in damage prevention performance.
