The invention discloses a double-pile-casing positioning pile-forming construction method for a cast-in-place pile of a deep and thick rockfill layer of a seawall. The double-pile-casing positioning pile-forming construction method comprises the following steps that a pile position center point is obtained through field measurement; cast-in-place pile hole guiding is conducted according to the pile position center point, and a pile position hole is formed; sinking the outer pile casing to the pile position hole according to the pile position center point to a bearing stratum; the position deviation value of the center point of the outer pile casing and the center point of the pile position is obtained through measurement; a positioning structure is installed on the outer pile casing according to the position deviation value, a positioning area is defined in the outer pile casing through the positioning structure, and the center point of the positioning area coincides with the center point of the pile position; the permanent inner pile casing vertically sinks to the bearing stratum along the positioning area in the outer pile casing; pulling out the outer pile casing; the bearing layer is rotationally excavated to form a pouring hole; and concrete is poured into the permanent inner pile casing and the pouring hole to form the pouring pile.
