The water-based antirust agent is prepared from the following components in parts by weight: 8 to 16 parts of long-carbon-chain alkylamine, 20 to 40 parts of polyhydroxy alcohol, 20 to 40 parts of maleic acid-acrylic acid copolymer, 30 to 60 parts of sodium amino acid diacetate, 120 to 200 parts of C-S-H microcrystalline dispersant, 6 to 10 parts of hydrophilic fumed silica, 16 to 24 parts of polysaccharide ester-polyhydric alcohol amine ester-carboxylate polymer and 610 to 780 parts of deionized water. The activator is suitable for concrete with second-grade fly ash, S75-grade mineral powder, titanium ash, boiler ash and the like as mineral admixtures, is wide in application range, has a relatively good excitation effect, can increase the use amount of the mineral admixtures in the use process, and can improve the comprehensive performance of the concrete while reducing the production cost.
