The invention relates to the field of pavement materials, and particularly discloses alkali-magnesium cement-based emulsified asphalt mortar for a semi-flexible pavement as well as a preparation method and application of the alkali-magnesium cement-based emulsified asphalt mortar for the semi-flexible pavement, the alkali-magnesium cement-based emulsified asphalt mortar for the semi-flexible pavement is prepared from the following raw materials: an alkali-magnesium cement-based material, cationic emulsified asphalt, hydroxyethylidene diphosphonate, a filler and water; the alkali magnesium cement base material is prepared from the following components in parts by weight: 289.3 to 309.4 parts of magnesium oxide and 140.6 to 160.7 parts of magnesium sulfate; the weight ratio of the hydroxyethylidene diphosphonate to the magnesium oxide is (1.45-1.55): (289.3-309.4), the toughness of the alkali-magnesium cement-based emulsified asphalt semi-flexible pavement material is further improved, the alkali-magnesium cement-based emulsified asphalt semi-flexible pavement material is not prone to cracking, the service life of a road is further prolonged, and the safety performance of the road is further improved.
