A central bypass valve in a main valve of the hydraulic control system for the telescopic arm of the excavator is closed, so that a first main pump and a second main pump jointly supply oil to the lifting or descending motion of the telescopic arm to form a confluence oil way; a telescopic arm in the main valve is communicated with a piston rod cavity and a piston-rod-free cavity of the telescopic arm oil cylinder to form a regeneration oil way for driving the telescopic arm to descend; the regeneration oil way and the confluence oil way are both communicated to form a rapid descending mode, and the regeneration oil way and the confluence oil way are both disconnected to form a safe descending mode. According to the regeneration function, gravitational potential energy of the telescopic arm is fully utilized, the purposes of saving energy and increasing the descending speed of the telescopic arm are achieved, the speed and working efficiency of the ascending and descending movement of the telescopic arm can be further improved through the confluence state, and an auxiliary tool and materials can be protected through switching of the two movement modes of rapid descending and safe descending.
