The invention discloses a production method of energy-saving cement, and belongs to the technical field of cement production. The method comprises the following steps: (1) raw material treatment; (2) pretreating the polluted soil to obtain pretreated polluted soil; (3) clinker preparation: mixing and calcining the pretreated polluted soil and a raw material; and (4) cement preparation. According to the method, part of raw materials are replaced with the polluted soil, the polluted soil can be properly treated, waste pollutants are recycled, secondary pollution is reduced, the polluted soil contains organic matter, extra heat can be increased in the calcining process of the cement clinker, and energy consumption is remarkably reduced.
