In the device, height-adjustable inserting rods are distributed on the periphery of the lower side of a platen; the front end of the sleeve extends out of the bedplate, the middle outer wall of the sleeve is hinged to the front side of the bedplate, the rear end of the sleeve is located below the bedplate, and a sand inlet and a soil outlet with covers are formed in the upper and lower sides of the sleeve respectively; a connecting rod and the lower end of a rotating piece are sequentially hinged to the outer wall of the sliding barrel upwards, a screw is fixed to the upper end of the rotating piece and penetrates through the platen in a threaded fit mode, and a lifting operation piece is arranged on the portion, located above the platen, of the screw. A working rod penetrates through the sleeve, continuous spiral blades are distributed along the line of the working rod, digging teeth are arranged at the front ends of the spiral blades, and the outer edges of the spiral blades are matched with the inner wall of the sleeve; a transmission rod penetrates through the sliding cylinder in a matched mode, the front end of the transmission rod is connected with the rear end of the working rod, and a handle used for operating rotation and advancing and retreating is arranged at the rear end. By means of the device, water drainage hole opening and sand filling can be conducted accurately and effortlessly through manpower, and the side slope cannot be disturbed.
