The device comprises a column foundation, two fixed chassis corresponding to the column foundation and a plurality of protection assemblies corresponding to the fixed chassis, the protection assemblies are placed on the fixed chassis, the fixed chassis is placed on the side portion of the column foundation, and the column foundation is located between the two fixed chassis; a plurality of connecting pieces are arranged between the two fixing base plates, and a plurality of first hooking pieces and a plurality of second hooking pieces corresponding to the protection assemblies are arranged on the upper portions of the fixing base plates. The two fixing base plates are conveniently spliced and connected through the connecting pieces, so that the two fixing base plates are movably connected to the peripheral side of the column foundation in a sleeving mode, the probability that the fixing base plates are separated from the column foundation is reduced, the friction force between the protection assembly and the seabed is increased through the fixing base plates, and meanwhile the fixing base plates are matched with the first hooking pieces and the second hooking pieces; and the probability that the bottom protection assembly moves and is dispersed in the using process is further reduced.
