By controlling the length of the first steel wire rope below the fixing plate to be constant, the distance between the riprap net bag and the wind power pile can be constant, the lower section of the third steel wire rope is subjected to the tension action of the anti-falling mechanism, the first steel wire rope and the fixing plate, the influence of ocean currents on the third steel wire rope and the riprap net bag can be reduced, and therefore the riprap precision is improved; and remote riprap positioning can be realized.
