The invention relates to the technical field of parking garages, and particularly discloses a pulley structure lifting transverse moving mechanism which comprises two cross beams, a vehicle carrying plate is slidably arranged between the two cross beams, rollers are arranged at the two ends of the bottom face of the vehicle carrying plate and correspond to the cross beams, and driving chain wheels are arranged on the outer walls of the rollers. An emergency transverse moving assembly is arranged at the position, below the vehicle carrying plate, of the cross beam, a protruding block is fixedly installed on the upper end face of the vehicle carrying plate, the interior of the protruding block is hollow, and a through groove is formed in the upper surface in a penetrating mode. By arranging the emergency transverse moving assembly, when a chain in a driving chain wheel is broken in the transverse moving process of the vehicle carrying plate, a lifting table located on a cross beam lifts a rack plate to be engaged with a first driving gear, and the first driving gear rotates to drive the vehicle carrying plate to move to a designated position to stop and wait for maintenance of workers; and the situation that the vehicle carrying plate stops at other parking positions, movement of other vehicle carrying plates is affected or collision with other rising vehicle carrying plates is caused is avoided.
