The invention relates to a dredging device and a dredging method. Comprising a stirring and crushing assembly and a high-pressure water assembly; the stirring and crushing assembly comprises a mounting base, a connecting arm is mounted at the top of the mounting base, a hollow rotating shaft is mounted on the mounting base, a rotating driving assembly is mounted in the mounting base, the stirring and crushing assembly further comprises a rotating roller located on the outer side of the mounting base and fixedly connected with the hollow rotating shaft, and stirring blades are mounted outside the rotating roller; the high-pressure water assembly comprises a high-pressure rotating connector located in the mounting base, an input pipe is connected to the fixed input end of the high-pressure rotating connector, the rotating output end of the high-pressure rotating connector is connected with the inner end of the hollow rotating shaft, the high-pressure water assembly further comprises a plurality of output connecting pipes, and the inner ends of the output connecting pipes are fixedly connected with the hollow rotating shaft, and inner cavities of the output connecting pipes are communicated. The outer end of each output connecting pipe is connected with a water outlet formed in the side wall of the rotary roller, and each water outlet is connected with an output hose. The device is efficient and stable in operation, not prone to blockage and suitable for removing hard sludge with high compactness and low water content.
