The invention discloses a cable tunnel entrance and exit flood prevention device and method. The device comprises an incoming water quantity monitoring module, a water baffle driving module, a water baffle, a supporting frame and a control module. The incoming water quantity monitoring module is electrically connected with the control module; the control module is electrically connected with the water baffle driving module; and the water baffle driving module is used for driving the water baffle to move. Water inflow data are monitored in real time through the water inflow monitoring module, the accumulated water depth predicted value of the cable tunnel entrance and exit is predicted and monitored according to the water inflow data, and the water baffles at the cable tunnel entrance and exit are timely and effectively driven through the water baffle driving module for flood prevention and water retaining.
