The invention relates to the technical field of wind power tower drum foundations, in particular to an offshore wind power tower drum foundation with a rapid leveling structure. According to the technical scheme, the wind power tower drum foundation comprises a wind power tower drum foundation base, a first supporting rod and a top seat, the first supporting rod is slidably installed in the wind power tower drum foundation base, the top seat is fixedly installed at the top of the first supporting rod, a servo motor is fixedly connected to the bottom in the wind power tower drum foundation base, and a lead screw is rotationally installed at the bottom of the first supporting rod. By arranging the servo motors, the lead screws, the first bevel gear and the second bevel gear, when the wind power tower drum foundation base is installed on the offshore foundation, the four servo motors start to work, and the output ends drive the lead screws to be adjusted up and down through rotation of the first bevel gear and the second bevel gear; and when the top seats are adjusted to the same horizontal plane, the servo motor stops working, and a worker can conveniently and rapidly adjust the foundation base of the wind power tower drum to be horizontal.
