A positioning block sleeves the clamping ring, and a connecting rope is arranged at the lower end of the positioning block; the tensioning piece comprises a shell which is of a double-layer structure and formed by fixedly connecting an inner cylinder and an outer cylinder. An accommodating bin is formed between the inner cylinder and the outer cylinder; an extrusion wheel matched with the connecting rope is rotationally installed in the containing bin, and the extrusion wheel partially extends into the inner cylinder; the rotating extrusion wheel drives the connecting rope to move in the inner barrel in the direction away from the positioning block; after the clamping ring and the shell are positioned, the clamping ring and the shell are locked through a locking structure, so that pulling and resetting of a reinforcing steel bar can be achieved through cooperation of the connecting rope and the tensioning piece, fastening in the next step is facilitated, driving is conducted through the driving handle in the driving process, and the effect of conveniently applying force is achieved.
