The invention relates to the technical field of industrial solid recycling, in particular to an all-solid waste seawater and sea sand artificial reef and a preparation method thereof. The artificial reef material mainly comprises carbide slag, magnesium slag, plant ash, fly ash, superfine slag powder, coral/shell and seawater. The artificial reef material is prepared from the following components in parts by weight: 350 to 390 parts of cementing material, 740 to 925 parts of fine aggregate, 925 to 1295 parts of coarse aggregate and 56 to 93 parts of seawater, the cementing material is prepared from 20 to 100 parts of fly ash, 100 to 180 parts of superfine slag powder, 30 to 60 parts of carbide slag, 20 to 70 parts of magnesium slag and 60 to 120 parts of plant ash; the fine aggregate is coral/shell fine aggregate, and the coarse aggregate is coral/shell coarse aggregate. High strength and long-term stability of the reef body structure are achieved, and energy consumption, carbon emission and cost in the raw material and preparation process are reduced.
