The invention relates to a roadbed mechanism suitable for a permafrost region and a construction method. The roadbed mechanism comprises a heat preservation assembly, a heat exchange assembly, an air supply assembly and an energy supply assembly. The heat preservation assembly is arranged in roadbed filling soil, a heat exchange assembly is further arranged in the roadbed filling soil and located on the lower side of the heat preservation assembly, the air supply end of the air supply assembly is connected with the input end of the heat exchange assembly so as to provide heat exchange airflow into the heat exchange assembly, and the energy supply assembly is electrically connected with the air supply assembly so as to provide electric energy for the air supply assembly. According to the invention, the frozen soil road gene can be effectively prevented from frost heaving and thaw collapse due to temperature influence, and secondary diseases of roadbed and pavement can be avoided.
