A cylindrical bearing seat is arranged at one end of a screw rod in the torsion handle; the binding wire fixing grooves are respectively and identically arranged on the front and rear arms corresponding to the top ends of the first clamp arm and the second clamp arm, and two ends of a binding wire can be clamped in the binding wire fixing grooves; the locking mechanisms are arranged at the two ends, away from the hinge point, of the first clamp arm and the second clamp arm respectively, the locking mechanism on the first clamp arm can lock one end of the binding wire clamped in the binding wire fixing groove in the second clamp arm, and the locking mechanism on the second clamp arm can lock the other end of the binding wire clamped in the binding wire fixing groove in the first clamp arm. When the first clamp arm and the second clamp arm are opened, the locking mechanism is used for releasing the two ends of the binding wire respectively. The problem that the steps of manually operating the binding tool are tedious is well solved.
