The water reducing agent is prepared from the following components in parts by weight: 0.5-1 part of polyvinyl pyrrolidone, 2.38-7.14 parts of carbon nanotubes, 2.38 parts of a water reducing agent and 190 parts of water. According to the invention, by using different particle sizes of different admixtures, good particle gradation is formed, an advantage complementary effect is exerted, a super-composite superimposed effect is generated, the pore structure of the concrete is optimized, the performance of the concrete is further improved, and meanwhile, decoration waste recycled fine aggregate is used for replacing natural sand, so that the problem of resource shortage of the natural sand is relieved.
