The invention discloses a prestressed pipeline grouting device which comprises a grouting part, a grouting part and a grouting part, the grouting part comprises an inner cylinder and an outer cylinder which are coaxially arranged, and the grouting part is connected with an inlet of a prestressed pipeline; the first soybean milk making barrel and the second soybean milk making barrel are respectively communicated with the inner barrel and the outer barrel through a first soybean milk conveying pipe; the first mud jacking pump and the second mud jacking pump are respectively connected in series in the first mud conveying pipe and the second mud conveying pipe; when grouting is conducted on the prestressed pipeline, grout with different viscosities is prepared through the first grout making barrel and the second grout making barrel, and grouting is conducted through the first grouting pump and the second grouting pump at different grouting pressures. The invention further provides a grouting method. The grouting construction compactness can be guaranteed, and the construction quality is improved.
