The technical problem that in the prior art, backfilling of the civil air defense cavern close to the tunnel excavation area is prone to causing concrete recharging is solved, and the backfilling compactness of the civil air defense cavern is guaranteed; the bearing capacity and integrity of civil air defense cavern backfilling are guaranteed, and the supporting effect of the backfilled civil air defense cavern on the top load in underground excavation and undercrossing construction is guaranteed.
