The invention provides an anti-scouring structure and an offshore wind power device. According to the scheme, the anti-scouring structure comprises a plurality of tree-shaped blocking pieces arranged around a pile foundation in the circumferential direction; the tree-shaped blocking piece comprises a main plate and a plurality of auxiliary plates, the main plate extends in the radial direction, and the auxiliary plates are arranged on the two plate faces of the main plate at an angle to form a tree-shaped structure; and one part of the main plate and one part of the auxiliary plate are buried under the mud surface. Part of the plurality of tree-shaped obstructing pieces are buried below the mud surface, and part of the plurality of tree-shaped obstructing pieces are exposed above the mud surface. A plurality of tree-shaped blocking pieces are arranged, so that the mud surface around the pile foundation can be protected from different directions; the part buried below the mud surface can effectively prevent silt from being transported to the downstream; and the part above the mud surface can play a role in turbulent flow, so that the formation and development of horseshoe vortexes can be hindered, and the flowing speed near the mud surface can be slowed down. Therefore, according to the anti-scouring structure, the anti-scouring effect is improved from the multiple angles.
