The invention relates to a filler for an impermeable layer of a fill foundation. The filler is prepared from the following raw materials in percentage by mass: 4.0-6.0% of cement, 8-12% of gravel aggregate, 0.2-0.6% of a BCS soil stabilizer and 80-90% of loess. Meanwhile, the invention further discloses application of the filler in foundation filling engineering. The method is controllable in cost, easy to popularize, capable of effectively improving the strength of the foundation, low in permeability and capable of meeting various engineering requirements of the impermeable layer of the filled foundation.
