The invention provides an acidic composite activated cementing material prepared from coal gasification slag/fly ash, which is prepared by the following steps: mixing coal gasification slag/fly ash of which the carbon content is less than 3% with 0.5-1% by weight of active lime, and carrying out superfine grinding until the content of fine powder of which the particle size is greater than or equal to 45 microns is less than 50% and does not exceed 80 microns; the mixed modified material is used for preparing concrete under the action of 0.1-5% by weight of an acidic composite activator, the mixed modified material can replace cement and lime to be used as a cementing material, and the compressive strength of the concrete in 7 days and 28 days reaches up to 27 MPa and 115 MPa.
