The invention discloses an emergency safety evacuation device and method for a ship to pass through a high-water-head ship lock, the device comprises a crawler walking mechanism, a lifting platform connected above the crawler walking mechanism and an evacuation channel installed on the lifting platform, the lifting platform comprises a bearing platform and four bearing hydraulic supporting rods with the same specification, the load-bearing hydraulic support rod moves up and down to realize the lifting of the evacuation channel; the evacuation channel comprises a fixing plate and a first-stage auxiliary plate, the first-stage auxiliary plate is hinged to one end of the fixing plate, and the fixing plate is fixed to the four bearing hydraulic supporting rods.
