The invention discloses a dewatering well drain hole plugging device and a dewatering well extension sealing construction method, and the device comprises an inner pressing plate which is arranged on the inner side of a well casing body to shield an inner hole opening of a dewatering well drain hole; the outer pressing plate is arranged on the outer side of the well casing body to shield an outer hole opening of the drainage hole; elastic blocking lining layers are arranged between the elastic blocking lining layers, the inner pressing plate and the inner side of the well casing body and between the outer pressing plate and the outer side of the well casing body respectively, annular protruding edges are formed on the elastic blocking lining layers, and the annular protruding edges of the two elastic blocking lining layers are embedded in the inner annular groove and the outer annular groove of the well casing body respectively; the tie rod is movably arranged in the drainage hole in a penetrating mode, one end of the tie rod is connected to the inner pressing plate in a spherical hinge mode, and the other end of the tie rod is detachably connected to the outer pressing plate. The problem that when extension welding construction is conducted on the precipitation well, underground water in the precipitation well upwells, and normal extension welding construction is affected is solved.
