The invention provides a composite geomembrane expansion and contraction amount reserving tool and a construction method thereof.The tool comprises a track frame and a grabbing expansion and contraction device arranged on the track frame in a penetrating mode, the track frame is of an arch-shaped structure, and the arch-shaped part is arranged above the expansion and contraction amount reserving part of a composite geomembrane; the grabbing telescopic device penetrates through the arch structure and extends to the telescopic amount reserved part of the composite geomembrane, and the telescopic amount reserved part of the composite geomembrane is grabbed to form a preset arch. By means of the method, the problems that the later welding difficulty is large, the welding quality cannot be guaranteed and the like due to the fact that the telescopic allowance of an existing composite geomembrane is not accurately controlled can be solved.
