The invention provides a construction method for forming a steel pipe pile on a deepwater torrent inclined rock bed, which comprises the following steps of: S10, designing a jacket, transporting the jacket in place by using a transport ship, and inserting and driving the steel pipe pile; s20, temporarily fixing the jacket and the steel pipe pile by using a steel bar; s30, brackets are welded to the steel pipe piles; s40, the jacket is supported by brackets, and anchor piles are constructed; s50, a lifting and lowering system is installed; s60, a steel bar is inserted into the hole flitch plate for reinforcement; s70, corbels are dismantled, and the steel pipe piles and the jacket are connected and fixed through stiffening plates; s80, a gap between the outer sleeve and the steel pipe pile is plugged through a water stopping capsule; s90, cement paste is injected between the outer sleeve and the steel pipe pile in a pressed mode; and S100, pile caps are mounted at the tops of the steel pipe piles. The problem that the steel pipe piles on the deepwater and torrent inclined rock bed are difficult to insert and drive is solved, and the construction difficulty of underwater welding of a connecting system between the steel pipe piles is avoided.
