The construction method comprises the following steps that S1, a pile foundation construction platform is dismantled; s2, pile insertion positioning is carried out with one of the upstream angular point piles as a first pile, S3, second-round pile sinking is carried out one by one according to the steel pipe pile construction sequence, and hole guiding and reaming are carried out on the rock stratum in the piles in the second-round pile sinking till the preset elevation is reached; s4, steel enclosing purlins and steel supports which are located above the water surface are installed on the inner sides of the steel pipe piles; and S5, water is pumped to the riverbed surface, a covering layer in the cofferdam is cleaned, then a weathered rock stratum foundation pit of the bearing platform is excavated, and bearing platform steel bar binding and concrete pouring are conducted. Every two adjacent steel pipe piles are mutually locked, the structural rigidity is improved, and construction under the deepwater condition is met. Disturbance to original rock is reduced by adopting a mode of leading holes and reaming in the enclosure steel pipe pile pipe, the water stopping performance of one-time forming of the cofferdam is improved, and the cost of auxiliary water stopping measures and the construction period investment are reduced.
